Relief and Development Programs

BWA General Council Resolution 1976.3

3 MOTION by Roy Bell was seconded, and carried

34GC76 that the following resolution, and all pending amendments, be referred to the Executive Committee for consideration.

Since certain governments engage in programs of relief and development beyond their boundaries, and in so doing use their own and other governmental agencies, national voluntary agencies, but do not use international voluntary agencies; and

Since the United Nations system makes limited use of international voluntary agencies, which could be increased; and

Since international voluntary agencies, such as the Baptist World Alliance, help people through relief and development programs of their own, and could be of assistance in carrying out similar activities of publicly-funded projects;

That we encourage governments and the agencies of the United Nations system to utilize international voluntary agencies in the administration of relief and development programs; and, further

A motion was before the group to delete the following paragraph of the resolution; thus making that motion a “pending amendment.” The amendment was included in the motion that referred the entire resolution to the Executive.

That the Baptist World Alliance Division of Relief and Development be authorized to accept grants for relief and development programs consistent with the Constitution and witness of the Alliance.

Food Aid as a Political Instrument

BWA General Council Resolution 1976.4

MOTION by W. A. Criswell was seconded, and carried 35GC76 that the following resolution be adopted:

The General Council of the Baptist World Alliance, believing that the feeding of the starving and the undernourished ought not to be limited to people whose governments are closely allied to donor governments, and recognizing that some governments have used, or have been under pressure to use relief, and especially food aid as a political instrument, resolves that we encourage governments in their relief programs to extend aid to needy people of other countries as an act of compassion, and not as a political maneuver.
